USDA is seeking Climate Change Fellows to assist with applications from farmers, ranchers, and rural small businesses seeking funding for clean energy projects under the Rural Energy for America Program (REAP).

Salary $57,118 - $89,835 per year. Pay scale & grade GS9-11

Location: Anywhere in the U.S. (remote job)

Duties

a. Provide guidance to grant recipients and interested parties on program procedures and requirements for submitting applications.

b. Monitor industry economic and financial trends to make evaluations and recommendations to management regarding the impact of such trends on Rural Energy for America Program (REAP) grantees.

c. Assist with the completion of Statewide grant program evaluations to ensure the programs are effectively implemented to ensure consistency with National and State grant program policies.

d. Provide advice, exchange information, make complex financial arrangements, resolve problems, and coordinate outreach efforts.

Requirements:

Conditions of Employment

a. You must be a US Citizen or US National

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

1. GS-9 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates experience assisting in the coordination of funding actions that begin the grant agreement process. Experience providing with the administration of the grants portfolio and assisting with activities related to monitoring grants. OR Master's or degree OR 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, if related OR a combination of education as described and specialized experience.

2. GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates experience reviewing grant applications for accuracy to ensure compliance with procedural and regulatory guidelines. Experience assisting with the completion of grant program evaluations to ensure the programs are effectively carried out and consistent with National or State policy and procedures. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience.
