Application Now Open For The HDML Value Added Concession Initiative
Application for The procurement process for private sector partnership under the Highway Development and Management Initiative (HDMI) has commenced. interested companies and consortia should visit the portal hdml portal for application and more information.
The Highway Development and Management Initiative (HDML) was conceptualized and developed by the Federal Ministry of Works and Housing (FMWH) in collaboration with the Infrastructure regulatory commission (ICRC). The HDMI seeks to facilitate the development of parts of Nigeria's 35,000km of federal highway network by bringing order, efficiency, accountability, and profitable entrepreneurship to the operation, management, and maintenance of all assets within the Right of Way.
The “Value Added Concession” under the HDMI is the concession of economically viable routes to private companies/consortiums with proven technical and financial capability to develop and manage the road pavement and entire right of way.
The concessions will follow the standard concession procedures as set out by the Infrastructure Concession Regulatory Commission (ICRC). The ICRC is the Federal Government agency’ responsible’ for the development and implementation of the Public-Private Partnership (PPP) framework for the provision of infrastructure services.
How to apply:
Please read the guidelines below very carefully before you proceed with the
application.
The application shall be submitted electronically through hdml E-portal and one hard copy MUST also be submitted by courier.

1) Instructions for Electronic submission:
Step 1/8: Applicants are expected to register using the “click here to apply(green)” link at the bottom of this page. Verification of email follows.
Step 2/8: Applicants are expected to log back into the portal and then enter the basic company/consortium details.
Step 3/8: Applicants are expected to download the RFQ document and the accompanying application forms (editable).
The RFQ document contains all instructions which the applicant is expected to follow strictly in filling the application forms.
Applicants are advised to carefully study the RFQ and complete the editable forms using instructions as contained in the RFQ.
Step 4/8: Applicants are expected to upload the completed application forms after ensuring all information and details contained therein are correct and true.
Step 5/8 to 7/8: Applicants are expected to upload the required supporting documents that correspond to the respective application forms. They must ensure to upload the correct documents under the relevant form number.
Step 8/8: Applicants are expected to upload the dispatch receipt from the courier service through which the hard copy was submitted to complete their application.
Note: Applicants are able to log out at any stage throughout the application.
2) Instructions for hard copy submission:
Step 1/2: The applicant shall submit one hard copy (via courier) bound in a sealed and signed envelope clearly marked: “Name of Company/Consortium HDMI/VAC/RFQ 001

Please ensure that the printed hard copy is the same copy as what was submitted online through the electronic portal.

Step 2/2: Dispatch receipt from the courier service MUST be uploaded with the electronic submission at the point of submission (Step 8 on the application module) of the electronic version. A dispatch receipt uploaded and/or dated after the closing date of the E-portal, for the response to the RFQ shall be rejected.
Note: Successful applicants from the RFQ stage, will be notified that they have been shortlisted through their profiles on the HDMI portal and through other official communication channels as stated in the RFQ.
