REMARKS BY THE HONOURABLE MINISTER OF HUMANITARIAN AFFAIRS, DISASTER MANAGEMENT AND SOCIAL DEVELOPMENT ON THE MINISTRY'S SOCIAL INTERVENTIONS DURING THE FEDERAL GOVERNMENT DECLARED SHUTDOWN ON MONDAY, MARCH 30th, 2020
Good Morning. My name is Sadiya Farouq, the Honourable Minister of Humanitarian Affairs, Disaster Management and Social Development. I hope you are keeping safe in line with the advice of the World Health Organisation, NCDC, Federal Ministry of Health and the Presidential Task Force on Covid-19.
The Federal Government of Nigeria under President Muhammadu Buhari, understands that the necessary restrictions on movements imposed, may have negative impacts on the livelihoods of many micro business owners and traders. This is true for many of our compatriots, especially the vulnerable members of our communities - such as the IDPs, Persons living with disabilities; the elderly; petty traders and hawkers, laborers and blue-collar workers, homeless, and low-skilled traders.
It is in realization of this , that His Excellency, President Muhammadu Buhari directed the FMHADMSD under my charge, to immediately take steps to ensure that all those Nigerians in the affected states , who fall into the categories of vulnerable persons and persons of concern, receive special attention and care. I have directed the National Emergency Management Agency (NEMA) to deploy relief materials at specified points for distribution to the most vulnerable persons. I have also briefed the FCT Minister and the Governors of Lagos and Ogun state on the specialized social interventions this Ministry is putting in place in accordance with the presidential directive.
To this end, we would be expanding our safety net programmes to include more vulnerable people whose conditions may be exacerbated as a result of the unintended consequences of the lockdown.
We will distribute food rations to Households, with particular emphasis to vulnerable households in the front line states including Lagos, FCT, and Ogun.
We will continue with the Cash transfers to households, using data mined from the National Social Register, while we rapidly expand the National Social Register to immediately capture more households to benefit from the cash transfer programme.
We will embark on the immediate payment of monthly stipends to our N Power graduates.
We will provide vouchers and rations to families of children enrolled in the Home-Grown School Feeding Program to access nutrient-rich food provision.
We will place a 3 months repayment moratorium for all Trader moni, Market moni, and farmer moni loans.
I would like to use this medium to commend the work of the Presidential Task Force, State governments and specific agencies such as NEMA and the NCDC, as well as the public health workers working tirelessly to contain this pandemic.
Be assured that the FMHADMSD is committed to ensuring to reducing the hardships that may be caused by the CONVID 19.
